Frog Pond East Developer Fee
The HBA continues to push back on a proposed developer fee in Wilsonville’s Frog Pond East expansion area. We have raised concerns that, as proposed, a fee on new development outside the state statutes governing SDCs may be not just unfair but illegal without an underlying Development Agreement for the 170-acre site.
A work session with the Wilsonville City Council on October 19 detailed the proposal, which would assess approximately $15,600 in new fees for single-family homes and $11,500 for multifamily homes. You can view the full staff report here. These costs would be levied on top of Wilsonville’s already region-leading SDCs of more than $60,000 per home, meaning the up-front cost for a home in Frog Pond East with permits and fees could exceed $80,000.
The HBA is engaging with Wilsonville staff on funding avenues that may blunt the up-front cost of development in the Frog Pond East and South expansion areas, including grants, Local Improvement Districts, or even urban renewal. While infrastructure development is necessary for any urban expansion area, forcing all the costs onto new development at permitting puts the cost of new homes profoundly out of line with what the market will support. A Council hearing on the issue is scheduled for November 16.
