HBA directly represents members across six counties and over forty local jurisdictions, advocating on issues that affect housing affordability and livability. With housing affordability continuing as one of the greatest challenges facing the Metro Portland area, our advocacy team is focused on building meaningful relationships with policy makers and community stakeholders to advance pro-housing solutions. Our goal is to serve as a proactive agent of change, facilitating housing affordability, availability and choice for all who reside in the Metro Portland area.

MEet your government affairs team
Ryan Makinster, Director of Policy and Government Affairs
Prior to joining HBA, Ryan was Government Affairs Director at the Building Industry Association (BIA) of Clark County representing the home building industry in Southwest Washington. He brings a strong government relations and communications background to the HBA with a love for the industry and its members developed over his 3 years at BIA. Previously, Ryan was the Executive Director of the Brewers Guild of Alaska and President of MAK Consulting, a government relations, communications, and organization management firm. Makinster has more than 18 years of non-profit administration, public relations, communications, and government relations experience. Through his consulting firm, he was also Executive Director for the Southeast Alaska Guides Association and Communications Consultant for Kenai River Sportfishing Association. Prior to that, he served as Chief of Staff to Representative Mia Costello and has also worked as Communications and Events Director for the Alaska Chamber and Communications Director for the Anchorage Economic Development Corporation. Additionally, he spent over 5 years as a legislative aide in the Alaska House of Representatives and Senate. Makinster holds a Bachelor’s Degree in Communications from the Edward R.
